A DARPA BAA is not a request for a fixed hardware buy

The record

DARPA's Contracts Management Office states plainly that Broad Agency Announcements, SBIR and STTR topics, Research Announcements and standard requests for proposals are separate award vehicles it administers, each governed by different rules. The agency's own Guide to Broad Agency Announcements and Research Announcements traces BAA authority to FAR Subpart 35.016 and DFARS 235.016, and states the technique applies to “basic and applied research and that part of development not related to the development of a specific system or hardware procurement,” adding that a BAA “will not be used if the Government's need is for supplies or services.” A model BAA response has three sections: a funding opportunity description, evaluation criteria limited by the FAR to scientific and technical merit, mission relevance and cost realism, and submission instructions. Program-specific BAAs post to SAM.gov for up to 180 days; office-wide BAAs are reissued annually.

What the documents establish

The CMO page is DARPA's own organizational description of who runs which vehicle; the Guide is the fuller operating manual, current as of its December 2023 edition, that DARPA's own program managers and contracting officers must follow when soliciting and evaluating proposals. Both agree on a point easy to miss from outside: the Guide's own small-business section states it is “generally not feasible to set aside all or some portion of a BAA for small business,” because DARPA is seeking the broadest possible range of technical approaches. DARPA's separate small business page confirms SBIR and STTR run as their own topic-based track with its own review process, not as a carve-out inside the general BAA mechanism the Guide describes.

The operating read

A founder deciding whether to respond to an open DARPA BAA rather than wait for an SBIR/STTR topic is choosing between two different competitions with different odds and different paperwork, not two doors to the same room. This is an editorial reading: a BAA response competes against proposals of any size and technical approach on scientific merit and mission fit, evaluated by government reviewers who must document findings in writing, while an SBIR/STTR topic is scoped narrower and reserved for small businesses. A preproposal abstract, where a BAA allows one, is worth using, since the Guide requires DARPA to respond in writing within roughly 30 days recommending or discouraging a full submission.

What to check before you decide

Before committing proposal effort to a DARPA solicitation, check the following:

• Is the specific opportunity a BAA, an SBIR/STTR topic, or a standard RFP, since each carries different eligibility and evaluation rules?
• Does the BAA's posted evaluation criteria weight technical merit, mission relevance and cost realism as the Guide describes, or add agency-specific factors worth addressing directly?
• Has the Technical Office offered a preproposal abstract track, and what is the stated turnaround for feedback before a full proposal is due?
